French here. There is no "no kiss law" but the platform (for long train journey) is passengers only. So if you have friends, family or whoever with you to say you goodbye, they're not allowed to acces to the platform.
The baby's name thing is not a specific law for nutella. It's from court decisions where some names were refused because it was stated they were not children's best interests.
