  1. One of the big and long-standing problems of Latvia is the volume of residential housing built in Soviet times. Co-ownership of these buildings means that there is never an agreement on repair works. There does not appear to be any legal agreements that enforce joint responsibilities. Result… nothing gets done! Jobs that do get done in individual apartments are often DIY lacking any conformity to safe standards. Loose, visible electrical cables are not that uncommon.
