You are very acute finding similarities with Eastern Europe. Whilst other SEA countries was predominantly influenced by US or West, Vietnam on other hand have whole generation that was educated in former Eastern Europe Block. You will find a lot of popular Czech beer joints in Saigon. You should check them out. Great food with beer brewed inhouse.
HCMC is a fantastic city, even though I prefer Hanoi due to being more unique, at least for travelling. For living I would probably prefer HCMC cause it is easier for a westerner to adapt to. District 4 is a great area, particularly for seafood
You should have read about Saigon before you came. The Post Office is one of the main landmarks in Saigon.

Why do people have to compare countries? I'm german viet. Imagine if we would compare Germany to France or USA and expect it to be the same. But thanks for the insight of the city. You should visit smaller cities in VN too like Da Lat
Saigon is like a melting pot of many cultures. It is not too developed but has everything we want, but I really like this. It is a very easy place to integrate, people connect with each other very openly and friendly.
