My wife has been in it and took the elevator up it. We didn’t live too far from it and could see the fireworks from our house that they host in early August. I seem to recall a cherry blossom party near it as well. The PL stands for Perfect Liberty. I think they are a religious group. I can’t say I know much about the building itself.
