They flip up but don't stay. Seems like the bar is supposed to be going through both holes in the bottom of the posts but not sure. What are they supposed to be used for?

I believe those parts are supposed to be pounded into the ground to prevent people from stealing the fire ring. But it also allows the campsite caretakers to flip up the fire ring to clean the ashes out more easily.
They look like anchor posts. They either can be pounded in the ground, or put in concrete depending on the installation
You’ve got the fire sustain pedal, and the fire damper pedal.
Those indicate a free fire ring.
