I'm going to be camping at Echo Park campground in Dinosaur National Monument this weekend. They have a scan to pay code at the campsite, but there is zero cell service according to recreation.gov
If I don't plan on leaving the park for a couple days, how do they know I've paid for it?

They don’t. Rec.gov is fleecing America for millions. It’s impressive really. Camp sites are public anymore. They are managed by rec.gov and you have to pay them a fee to use your own public lands. Can’t remember where it was but we stayed at one site where the fees were the same as the campsite.Â
You download the app ahead of time and when you scan it will update the app then once you have cell reception the payment will go though. But there should be a box to pay in cash when you arrive also.
I stayed in an NPS campground in Missouri that had scan and pay last year(they’ve since changed it to reservation only). You can scan the code through the app with no cell service. You must have a card registered with recreation.gov for it to work.
You can also pay by check or cash (insert into the iron ranger). Obviously check the road/rain conditions before you drive down into Echo
I honestly don’t know how this works without cell service but any time I’ve needed to do it, it goes through. The first time I used it I had downloaded the app prior to arriving.
