Brutal is right. I remember walking in NYC as a tourist and I stopped when I saw this building. It made me think of the Ministry of Love from Nineteen Eighty-Four. It is strange how some architecture can make people uncomfortable. This one nails it.
In terms of architecture, what is the purpose on having no windows at all? To make workers and visitors uncomfortable?

If I remember correctly, this building was the inspiration for the FBC Headquarters in the game Control. I love it.

This is basically the only building where I don’t hate the fact that it’s a Brutalist building, since there is an excellent reason for it having no windows.
Would have looked better with a fake facade suited to its surroundings though.

There is a very specific reason these buildings were designed like this and it has nothing to do with Brutalism, and everything to do with the National Security and Intelligence apparatus in America. Former telecom engineer here.

Such an ugly building. Brutalist architecture is so ugly it has no life to it. Classic architecture from the 1800s and early 1900s has the beauty and individuality of architecture. Art Deco was also extremely cool I wish we had stuck with it then we had the architectural dark age of brutalism now with a semi revival with modern architecture which has much more life and often incorporates nature into it. Now modern Art Deco is even cooler it’s a blend of Modern and classic Art Deco.

I’m not sure this qualifies as “Brutalist.” I think it resembles it in that the purpose of the building required that it look that way, not that it was specifically designed in the brutalist style.
