You had me excited for a second for that Anker charger. Unfortunately, it's not 4.65 oz, but instead closer to 11.4 oz.
I can’t say enough about the scrubba. All dry bags should have a valve. I primarily use it to stow my tent hammock and tarp. It’s such a bonus to be able to pack it into a backpack while wet, which it often is early in the mornings, and isolate that from everything else you want dry in your pack while still squishing the air volume out of it.

I usually go with the Osprey Porter 40 but now im considering taking the HMG 3400. I find the porter a bit too bulky, its an excellent bag
